「構想力」と「実行力」を備えた人材を
現代社会はイノベーション・システム―すなわち民間・公共部門の諸組織の相互作用を通じた知識・技術の生産・普及の構造―を基盤としており、その複雑でダイナミックなプロセスを舵取りする上で科学技術イノベーション政策の役割は益々重要になっています。イノベーション・システムは、その複雑性ゆえに理論的・実証的理解は発展の途上にあり、効果的な政策を立案・実行していくためには、様々な専門分野の知識を動員して研究を推し進めると共に、政策メカニズムの一層の深化が求められています。そして、このような困難な課題に共に挑戦してくれる学生の皆さんの力を必要としています。
私がこのような分野に関わるようになった背景にはこれまでのキャリアの紆余曲折があります。私は学生時代は生物学に関心があり、薬学を専攻していました。その後、民間企業に就職し医薬品ビジネスに関するコンサルティング活動に従事し、さらにその後アカデミアに戻り社会科学に転向しました。このような産学・文理の多面的な知識を活かし、私はイノベーション・システムの特に人的側面に焦点を当てて研究を進めてきました。企業や大学の知識人材がどのような制度・環境下で革新的な成果を生み出すのか、そしてその成果がどのように社会に還元されていくのか、そのような問いに対して組織行動科学からのアプローチを試みています。
Modern economy is based on the innovation system -- the network of institutions in the public and private sectors whose activities and interactions develop and diffuse new technologies --, and in managing this complex system, STI (science, technology, and innovation) policies play an indispensable role. Nevertheless, our understanding in innovation system is still limited for its complexity, and we need to incorporate a wide range of expertise to advance our theoretical foundation and design more effective policies. When I was at your age, I used to be interested in life sciences and majored pharmaceutical sciences. Upon graduation, I joined consulting business for the pharmaceutical industry, and then, returned to academia as a social scientist. Drawing on my experience in industry and academia and knowledge in natural and social sciences, I have been studying the innovation system particularly from a behavioral science perspective, asking under what policy and organizational contexts knowledge workers in industry and academia succeed in producing innovative achievements, and how such achievements are disseminated and utilized effectively in society. In this challenging field of research and practice, we definitely need active participation of you students, and we are looking forward to seeing you in class.
