ストレスと恐怖は、急速な変化と新たなリスクの中で生じ健全な決定を下す能力に影響する一方、信頼は、我々が情報と指導を求めて誰と向き合うかを決定するー 本シンポジウムは、シンガポール国立大学(NUS)ロイドレジスター基金がリスクの理解を深めてより良い意思決定を行うために提唱する年1回の会議です。今年は東京大学本郷キャンパスで開催、急速に変化する環境と不確実性に直面する中での最新の学術研究と意思決定について議論しました。
共通の問題意識のもと、2日間に渡るイベントは、1日目をシンガポール国立大学が主体となって「猛烈な勢いで（fast and furious)：急速に変化する環境における意思決定」というテーマで、2日目を東京大学が主体となって「とてつもない（off the charts）：前例のない出来事と不確実性を管理する」というテーマで、それぞれ特徴のある内容で設計されました。議論の内容は、リスクを巡る現実の諸問題と、リスク学の最先端の理論がうまく組み合わさった内容になりました。登壇者の専門分野も、心理学、政治学、経済学、工学、情報学と多様であり、また、アーティスト・イン・レジデンスとして活動するパブロ・スアレス氏による参加型のワークショップは非常に印象的でした。飛行中のパイロットに火山噴火のリスクをコミュニケートするというケースを使って、データ可視化の有用性と注意点を浮き彫りにしました。また、「早い思考は私たちが良い意思決定を行うための集団の能力を損なうか？」と題するパネルディスカッションに登壇した際には、1つの国を模した10人ずつのグループに、気候変動により大雨や干ばつ頻度が変化することへの対応を議論させ、壇上でサイコロを12回振って、12年間の気象を表現するというゲームを実施しました。同じパネルでは、大阪大学の岸本教授からは、早い思考は利用可能性ヒューリスティクスにとらわれがちとなり、「起こったこと」「特定できる被害」に焦点が当たりすぎる一方で、「これから起きること」「統計的な被害」が無視されがちであることを示したのちに、遅い思考がきちんと機能するように、意思決定の際に、遅い思考を手続きとして組み込んでいくことの重要性を指摘されました。
