OECDでは、従来の科学技術政策の焦点であった研究開発投資より幅広い課題、すなわち、社会技術システムの移行を梃子として科学技術イノベーション政策を利用しつつどのように進めていくのかという課題がとりあげられるようになっている。例えば、「科学技術政策2025：科学、技術、イノベーションによるトランジションの実現」というプログラムでは、気候変動、資源枯渇、生物多様性減少、パンデミック、ウクライナ紛争といった様々な危機対応に向けた社会技術システムの移行を引き起こすために、関係部局とも連携して、移行実現のための政策手段のプロトタイプの構築とその実験的実施を目指している。また、技術の開発、社会への導入と運営において政治的、経済的、行政的権能を行使するプロセスであり、リスクと便益を管理するための規範やアーキテクチャーによって構成されると定義される「技術ガバナンス」に関するプログラムでは、いかにして上流段階で様々な懸念事項に対応するのかが課題であるとされ、「脳技術」、「エンジニアリング・バイオロジー」がとりあげられてきた。そのようなOECDにおける新たな科学技術イノベーション政策に関する検討状況について概観した上で、現在の日本の科学技術イノベーション政策の課題について考察することとしたい。

Overview:
The OECD has begun to address issues broader than R&D investment, which has traditionally been the focus of science and technology policy, namely, how to use science, technology, and innovation policy as a lever to advance socio-technical system transitions. For example, the program “S&T Policy 2025: Enabling Transitions through Science, Technology and Innovation” aims to develop prototypes of policy instruments for enabling transitions and their experimental implementation in cooperation with relevant departments in order to trigger socio-technical system transitions in response to various crises such as climate change, resource depletion, biodiversity loss, pandemics, and the Ukrainian conflict. The program on “technology governance,” defined as the process of exercising political, economic, and administrative authority in the development, introduction, and operation of technologies, and consisting of norms and architectures for managing risks and benefits, aims to address various concerns at the upstream level and the cases of “neurotechnology” and “engineering biology” have been discussed. After reviewing the status of the OECD’s deliberations on new science, technology, and innovation policies, we will discuss the challenges of Japan’s current science, technology, and innovation policies.
